I don’t know if “downplay” is the correct word. I suppose it depends on how you define “downplay”?
Avengers movies are overarching storyline movies. That is to say, they’re less focused on character introduction and development (the standalones preceding it usually fulfill that narrative capacity) than they are on uniting those characters under a common goals, throwing those characters against some larger threat, and seeing smaller arcs that further the team’s growth as a whole. black canary costumes
I don’t expect we’ll see many characters fleshed out significantly in Infinity War, save 3–5. That’s somewhat in the vein of Captain America: Civil War, but a strategy that has worked thus far because Avengers movies (or Civil War, which centers itself around the Avengers) aren’t specifically made with that intention in mind. That said, we’ll still see the culmination of some narrative progression for some, larger arcs for others who are the primary supers at play. I’d actually expect, more likely, to see a significant arc centered around Thanos, and perhaps around some other superhero (Adam Warlock or Mar-Vell?) as the film’s primary focus. red arrow costumes

If we are referring to the marketing of the films, Disney/Marvel absolutely sold Civil War as an “event” picture and will do the same with Infinity War. For Civil War, they made sure general audiences knew that this was not only a personal and consequence-heavy Captain America film, but that it was also a universe-changing, must-see “mythology episode” featuring the Avengers. Infinity War will also be sold as an “event” film, but with a greater emphasis on galaxy-spanning scale and “this is it, guys!” culmination. thea queen cosplay
If we are referring to the plot and scale of the films, Infinity War will certaintly strive for “epic and massive” compared to the relatively buttoned-up and “grounded” Civil War. The Captain America franchise evolved into a very politically motivated and “real world” action series. This is very different from The Avengers franchise, which, for general audiences, is sold on its colorful zaniness, ensemble cast and larger-than-life action spectacle. To deliver on what general audience want (and expect) out of the series, Infinity War needs to be much “larger” than Civil War.
